All you have to do is disable 'Failover' on the 3G WAN profile (if you want to use 3G/4G as the primary) then plug your andriod phone to the USB port on the 7800DXL, and then navigate to the 'Tethering and portable hotspot' section on your phone and tick 'USB tethering' and wait for around a minute.
Once connected the 7800DXL status page you should get a WAN IP like '192.168.42.11'

I plugged my iPhone into the USB port of the Billion, and selected 'trust this computer' on the iPhone
The wifi is off on the iPhone, so that it is getting internet via 4G
On the Billion, the DSL is solid green, however the INET light stayed off.
I tried with Failover off and on in the Billion, still no luck.
Anyone have any other ideas here to get this to work (my internet provider through my Billion is currently down, so I am trying to tether through the Billion with my 4G provider from my iPhone).

As far as I am aware the latest IOS is not supported by the router (for tethering)
As the 8700NEXL is not a UK model, you will have to contact your local support team, or support@billion.com for further assistance
